Project Title: Targeted Citizen Initiatives to address the Identified Problems relating to Human Security and Basic Services in Dhaka CIty

Brief history of the Organization:
As a development organization Resource Integration Centre (RIC) journey started in 1981. By some conscientious social activists who formed the organization as a non-governmental voluntary organization with a vision of supporting national development efforts in the rural areas. RIC extended its rehabilitation program to include the Naogaon district after the flood of 1988. It also supported the plight of marginalized tribal people (Adibashi) of the Naogaon district with sporadic relief activities. However, these activities had on lasting impact on the welfare of the tribal people. RIC funded by CUSO, undertook a rehabilitation porgramme in the area. The major features of the program were well Food for the Hungry and outside organization , RIC responded to the needs of hungry people by distributing emergency relief packets. During 1988-95, RIC implemented an Oxfam – USA funded program entitled Integrate Program for the Indigenous Women. The program addressed both short term and long-term needs like credit, well and pond digging awareness, training on gender. Since 1990, RIC is running schools for Adibashi children with the financial support form Oxfam-UK. Installation of latrines, especial type of tube-well above traditional well and construction of sheds at bazaars are the other major components supported by the same donor. During 1997-98, a Grameen Bank Funded program aimed at creating income generation activities by credit support was carried out for indigenous people. Since 1998 RIC is expanding rapidly both in terms of geographical areas and programme diversity. Currently RIC is implementing micro credit, specially targeted credit for hardcore poor. RIC social programme includes older programme, ILO IPEC in Dhaka city, Health Progamme in Moheshkali. RIC has project office in Musigong, Narsandi, Gazipur, Cox’sbazzar, and Pirojeour Nagoan-Seperhat.
Project Objective:
• To make service providers responsive towards the poor slum dwellers through implementing pro-poor policies & practices and building coordination among government, NGO and private sector organizations. • To create proactive role of citizens and their groups, especially the poor community, through organizing, networking & mobilizing so that improved services are being rendered to the poor communities.
Expected Outcome:
Health: About 60% health service providers in the project areas improved their behavior and attitude towards the poor health service seekers. Water & Sanitation: • Created clean environment by regular waste disposal practice in at least 60% targeted slums under each outreach. • About 60% of the selected slums got improvement of water supply management systems and sanitation practices. Violence against Women and Children: • About 60% slums got some improvement of awareness on violence against children, girl and women. • About 60% slums found at least a social group is working for reducing violence in their poor-cluster.
Project Goal: Poor people have improved access to the quality essential services thorough facilitating pro-poor actions in 77 slums of 30 clusters under Dhaka City Corporation area
Major Activity: • Poorest Cluster Committee (PCC) formation and meeting • NASaF (Citizen Forum) meeting • Orientation and awareness training for NASaF and PCC • Volunteer selection and orientation • Facilitate vulnerable groups for accessing social safety net services

* Develop issue-based messages and use low cost poster, leaflet to raise awareness •Live cultural activities Issue based citizen meeting, gathering, human chain, rally press conference, memorandum •Media campaign.

* Coordination meeting with Ward Commissioner, NASaF, PCC and service providers * Dialogue, lobbing, consultation and sharing meeting with City Corporation Committees & service departments, DWASA, DPHE, Ward Commissioner, Health service providers, non-formal & primary education providers, micro-credit & other soft loan service providers, social safety net service providers and NASaF & PCC. * Dialogue, Consultation and sharing meeting of NASaF and PCC with service providers. * Round table, Consultation meeting, Seminar with the policy makers, service providers, citizen leaders, urban expert. *Liaison with the legal aid providers, law enforcing agencies, human rights watch groups to seek supports for the victims.
