| Brief history of the Organization: |
Established in 1994, IED has been working with environmental and rights issues. IED’s program interventions focus on the creation of an enabling environment so that people can raise their voice and the duty bearers hear their voice. From 1997, it worked on different issues in collaboration with national NGOs with experience in civic awareness and rights, voter education, election monitoring process and campaign on different environmental issues.
A program of IED called Jonoudyog (people’s initiatives) is a large network of different professionals having a good number of youth volunteers working in 23 districts to raise voice against burning issues related to rights and environment. IED is also leading and coordinating a network of 34 NGOs for civic rights and awareness.
In 2005, IED has developed its strategic plan for 2006-2010 through analyzing the next 10 years trend of the country. Through strategic planning process IED has identified its working areas as follows: hard to reach (haor, sea island, char, coastal), extreme poverty prone, rural, semi urban and urban area.

| Project Objective: |
1: Organize poor, marginalized and vulnerable people under the rights based platforms and build networks so that they can raise their voice for claiming rights and entitlements.
2: Build capacity of Union Parishad and create an enabling environment in LGIs- (UP & UZ) to make them responsive towards poor, vulnerable & marginalized people in providing services and benefits.
3: Increase participation and access of excluded people and enhance transparency and accountability in local level services (viz.-Agriculture, health, education, safety-net, and infrastructure development).

| Expected Outcome: |
*Increase access to services: 9000 numbers of people will be received health service from community clinic, Union health center, education, agriculture, infrastructure, IGA, no/low interest loan, etc.
*Improve Social security: 6000 numbers of excluded people, poor & hard core poor people get due share by the safety-net schemes.
*Improved physical security: 70% of incidence of violence against women & children will be decreased gradually.
*Increase representation of poor and vulnerable people: 750 numbers of poor and vulnerable people represent in public and social institutions like as Co-opt members of UP Standing committees, other Union committees, PIC, hat-bazar committees, School/Health Center Management Committees, social committees, etc.
*Increase income: 9000 numbers of targeted people will be involved in IGA in deferent trade in Fish Culture, Bio fertilizer production, Mason/Tube well mechanic/Sanitary materials production, Bio-Gas plant /Solar instillation, Cycle, Rickshaw, Motorcycle, water pump, tractor, etc. Mechanics, Handicrafts, hand stitching, poultry and cattle rearing, homestead gardening, petty business, etc. and will be benefited from increasing production, cost saving, etc.
*Access to resources: 400 numbers of targeted people will own/use government or common resources- khash land, pond/canal or other water bodies, tree plantation, common field/place, etc.

Enhancing accountability and responsiveness of local government institutions for ensuring rights of poor and vulnerable segments of the society.

| Major Activity: |
* Formation/Reformation of 135 ward platforms, 10 community forum, 2 Upazila Forum represented by the selected groups/dynamics and facilitate their action plans
* Train and guide them to advocate the issues related to the lives & livelihoods of the poor people.
* Organize alternative theatre and folk song on citizen’s rights and responsibilities.
* Day observation and rally on the eve of Universal Human Rights Day at union level.
* Debate competitions involving teachers, guardian and civil society member on governance issues
* Inter union cross visit for sharing the best practices of ward platforms and community forums
* Facilitate capacities of Union Parishad and make them responsive towards poor, vulnerable & marginalized people in providing services and benefits.
*Facilitate Ward Sava on UP planning and budgeting workshop involving community people and civil society members.
* Open pre-budget session at UP and ward level.
* Organize Mukhomukhi- an interface meeting with UP and community people at union level on annual plan, budget and performance of public services
* Activate/ reorganize minimum 4 Standing Committees in each union parishad: (i) Agriculture, Fisheries and Livestock, (ii) Education, Health and Family Planning, (iii) Sanitation and Water Supply, and (iv) Domestic Contradiction Mitigation and Women & Children Welfare
* Organize dialogue with selected service providers (Health, Agriculture, Education, etc) at Union, upazila & district level
* Yearly sharing workshop at upazila level with service providers on providing service and benefits towards grass roots.
* Facilitate ward platform and community forum to enlist eligible person for benefits, allowances and services
* Arrange livelihood skills building support for the poor section of people through linkage and coordination with GOs-NGOs.
