Project Title: Strengthening local governance for propoor service delivery
Project Location: 12 Unions of Bhola District in 6 Upazilas- 2 Unions in a Upazila. Working Upazilas are- Bhola Sadar, Charphesion, Lalmohon, Borhanuddin,Tajumuddin and Daulatkhan.

Brief history of the Organization:
The Mission of COAST is to facilitate sustainable and equitable improvement of life, especially of women, children and disadvantaged population of coastal areas in Bangladesh through their increased participation in socio economic and cultural aspects of life and livelihood. Since 1998, COAST as a "Trust' has been working for poor and disadvantaged population of coastal areas. The main areas of interventions are oriented towards good governance and rights of people through building people's organizations, mobilizing social actions for legitimate resources and facilitating the process of institutionalizing democracy. COAST organizes a local NGOs network called SUPRO, which is primarily working for raising common voice on macro policy issues.
Project Objective:
1. Improve responsiveness and institutional development of LGI, especially UPs. 2. Create pro-active and competent people’s organization (PO) to claim and defend their rights and entitlements
Expected Outcome:
Improve Social security: 9000 number of targeted people, poor & hard core poor will get due share by the safety-net schemes. Improved physical security: 50% of incidence of violence against women & children will be decreased (related to standing committee on VAW and Child rights). Increase representation of poor and vulnerable people: 1000 number of poor and vulnerable people will represent in public and social institutions like as Co-opt member of UP Standing committee (specify), SMC, Union Disaster Management committee (UnDMC), and competing in UP election 2010. Increase income: 30% of targeted people will involved in IGA in deferent trades. Access to resources: 800 number of targeted people will own/ use government or common resources- khash land, pond/canal or other water bodies, tree plantation, common field/place, etc. Increase access to services: 40% of people will be received health service from community clinic, Union health center, education, agriculture, infrastructure, IGA, no/low interest loan, etc.
Project Goal: Enhance well being of the poor people through establishing pro-poor and responsive local governance
Major Activity: Capacity building of people's organization through training, awareness raising.

Introding participatory approaches in UP through open budget, particpatory taxation

Insitutional strenthening of UP though training/ on-the-job training on office, record management and planning exercise.

Facilitating people's organizations to do advocacy in claiming rights and services from govt. and local govt. agencies.
